I think there is no such limitation of one year in case of filing divorce petition on the ground of insanity/unsoundness of mind.

Yes, Law thinks husband shud ask 4 annulment AS SOON AS HE CAME TO KNOW ABOUT HER INSANITY!

first we have to go police station or court. where we should file a case against her?

u dont need go anywhere, police will come to arrest u as u were sleeping on the matter for over an year by not filing annulment as soon as u came to know about it, now face consequences.

Bring back the girl, show it to the psychotherapists.  Keep their prescripttions, diagnosis and other medical reports with you to prove in Family court that she is of unsound mind or suffering from mental disorder.  Do not file police cases, just file divorce under HMA Sec.5 (ii) (a) or (b) or (c) read with Sec.12 (b). You can file divorce petition while keeping her at home.  Treat her properly giving due care while she is at home and avoid arguments with her relatives.  Consult a lawyer to file the petition, do not ask for draft of divorce petition.
