Writ petition - hc delhi - party in person

Hi Experts,

I had filed a RTI to Income Tax Delhi to inquire the source of funds of a person who claim that he had given 12lac rupee as dowry. Since this person is not an income tax payee (unofficialy told by ITO) i had asked twice IT to conduct Inquiry against him.

But every time ITO given me vague and baseless replies that information is third party and doesnpt contain larger public interest. However i had provided him suitbale judgements of  CIC and Hon'ble HIgh Court but due to Influene of the tax evader ITO is not considering judgment and Morever FA  is also given the same reply. Pls let me know how can i go further.  Pls let me know is their any otherway i start my work from the interim stage.

My Queries are?

Can I go to CIC without and argument my case?

If i file writ petition in Hon'ble HC will i will be allow to defend my case as party in person?
