There is no legal problem in authorising the broker to execute an agreement to purchase the property for and on behalf of "A".
Prima facie it is a hypothetical academic question which is not entertained by experts on this platform.

1. EXECUTE a proper MOU with the Broker /Friend, for conducting the Sale /Purchase deal and specify the "compensation" that the Owner would be paying to the Broker /Friend. IF you require the Broker /Friend to execute the Sale /Purchase Deed on your behalf, THEN give registered specfic purpose POA to the Broker /Friend.

2. The above can be done, irrespective of Registration /Non-Registration of the Broker, SUBJECT to that the person is not doing commercial grade property-broking, and this particular transaction would be a random deal.
