Promotor refusing to return corpus fund to society

Dear sir,

I own a flat in residential housing society in Pune.Our society registered in Sep2011.Original landlord owns 3 no of flats in our Residential society.Before registration of society landlord rented out his all flats to the offices with NOC from promotor without any consent of members.As per our knowledge renting out flat for offices is not allowed as per civic rule.Member himself can do business in his flat that too in area not exceeding 20sq.m of floor plan.in this case both of the rules are violated.Can we ask to civic bocy for action on these offices & what action canbe taken as per society law.

complain to registrar and pune muncipal corporation . residentail premises cnanot be converted into commercial premises without obtaining prior approval of the society and muncipal corporation
