We are having a 40 residential sites with DTCp approval and there is reserve site of about 50 cents for common place. . I want to know whether it can be used by owner of DTCP approved residential owners or anybody form our side can also use this land. Please clarify

No it cannot be used by the owners.

If the reserved site is within the campus of the DTCP approved area, it will be for the benefit of the colony or the layout building owners and not for public use.
