EB connection

we have one house in hosur. 3 block home. we finished almost everything only few works pending. we didn't get eb line till now. the party who sold to us has 2nd wife n his son now saying its mine and he put case on us. and also complained EB not give connection. we have loan on that without current how to give for rent and use property. he also saying u have construction on road point but it's not true. everything bank verified and then only gave loan on that for finishing. EB officer also not ready to give. how to solve this. how to get EB from court.
