memorandum of cheque

accused cheque got bounce 3 times and complainant filed a complaint by filling a cheque and latest memorandum with complaint .but the judge dismissed the complaint by stating in his order that the complainant didn't filed all the memorandum with the complaint is it valid reason to dismissed the complaint.? if not suggest with citation

Cause of action and limitation for filing complaint u/s 138/142 NI Act start from the date of last memo issued by Banker. It is neither necessary nor compulsory nor mandatory to file all the memo(s) issued by Banker.
