Permission for action against corrupt Dy Registrar.

My advocate says that any government employee can be prosecuted only after obtaining consent of government and so no action can be take against a corrupt Dy Registrar of coop societies who colluded with a Commercial CHS and passed foul order during Covid 19 inspite of SCI shutting down all courts and e mail reply to the notice by the defendant citing lockdown in Mumbai.

Please help!

If no action is taken or wrong action is taken, then you will have to go to higher up, that is, make a complaint against Deputy Registrar to District Deputy Registrar, to take action on your complaint. You can also make Lokshahi Din Complaint to District Collector against Deputy Registrar, to redress your complaint.

Did you seek permission u/s 195 CrPC to prosecute DR ? 

You have the option to move in appeal / revision (as per law on the subject) before higher authority.
