Proclaimed offender

can a proclaimed offender receive regular bail if he is innocent ?or can a proclaimed offender quash or compromise a case in high court if the complainant is agree to settle down in a compoundable case?

pls advise.

In 2012, Supreme Court settled the question of law that was bothering the Judiciary for a long time as to whether an absconder can be granted bail or not, and it declared that there is no question of granting anticipatory bail to a declared absconder. The judgment was pronounced by a bench of Justices P.Sathavisam and Ranjan Gogoi. I am of the view that a declared absconder should not be allowed to enjoy the discreation of the Court.
