registration

i have a unregistered family memorandum and my father has already made a settlement of his share of property. Now my father with his brothers have agreed to register the family memorandum. do i need to pay huge amount asked by registrar for registering the family memorandum(agreement) already done. the registrar call this as Release cum partition. please advice me on the same.
