Stamp duty waived for investors

Hello,

I am buying a flat from an investor. He is selling the flat within 1 year and he claims that I WILL NOT HAVE to pay the full stamp duty. Just pay the difference. Is this true? So for eg i have to pay stamp duty of 2.5 lacs and the investor has already paid 2 lacs towards stamp duty then I will have to just pay the difference. 

I checked with some local lawyers here in Pune and I got a mixed feedback. Some said yes and some said the original agreement should have an investors clause or alike. 

Can experts on this forum please advice me?
