Flat registration cancellation threat

In our case builder is threatning that if window grills is not bought from him then he will not give possession and cancel the flat sale even if flat has got registered in customer's name.

Can a builder refuse to give possession on time or cancel the flat sale to customer even if the customer has got the flat registered in his name and also payed the entire amount?

Pls advice.
