Orders Passed by Taluka EO

Where can I challenge orders passed by Taluka Executive officer. I came to know this can be challenged only in High court. This cannot be challenged in Taluka junior court. Is it true?

Jurisdiction some times comes under dist., court also. 107 of cr.p.c can be challenged in the dist., court.
