Illegal 2 storied house next to my flat

I live in a flat in goa located in a village. No society is formed . in the compound next to my flat , there is a old house with a small compound . recently they have built a permanent 2 storied house behind the old house , without leaving the minimum 3 meter from the compound wall , as a result the new structure is come very close to my flat and has blocked free flow of air plus loss of privacy .No permision was taken from the panchayat as their relation is the head of the panchayat.
My question is whether I can file a suit to direct the panchayat to declare the house as illegal and pass a demolition order ?

You can consult a local lawyer. You should have taken a stay from court when construction was being done.

If it is illegal construction with out Building Permission and with out following the Building Rules , you can file Writ Petition /or/ Suit / for declaration that the Construction is illegal & against the Building Rules and causing inconvenience to you and for direction in Writ Petition /or/ mandatory injunction in Suit /for removal of such structure/s which is/are causing inconvenience to you.

However,you have to consult Local Lawyer, verify/confirm the local Law and Building Rules,whether it is violation - before filing case.
