Service tax exemption rules

Respected  panalist , Need  your  support  to know  , whether  there is any  Service  Tax  payable  on  Open  Land  which  is  rented  , as  we  came  to know  there  is  some  Negative  list  given by  Service  Tax  department  in which  it  is mention if we  collect  Rent  on Open  Land ( property ) which is  Given on  Lease  & the  Amount  of  rent  we  collect  is  more  than  Ten Lakhs  per  year  than  since  it is Open Land  so  no service  tax  is  applicable  on open land  & it is  excempted  by  Service  Tax  Rules , as  per  Negative  list  itmes  in Service tax Rules.

Please  inform  us  if  any  open  Land  is  given on  Rent  vide  Lease  than  is  it  omited  from Service  Tax  rules  OR  NOT !  , as  there  is  confusion  on this  regards , as  some  technical persosn  say's  it  came under  Neagtive  List  &  Some  say's  it  is  required  to pay  service  tax  , since  even  if  open Land  is given on rent  but  rent  is  collected , so  service  tax is  applicable , I  need  Experts  openion  on this  issues.
