Can i seek private details through rti act 2005

Can I ask for sale certificate form 21 through RTI, I am concerned as this form 21 containts private information of the buyer and will not be provided to me by the RTI office,

Alternatively Can I file an RTI for all the information of Form 21 except for the private information of the buyer.

Can I ask for the below information, and will these information be considered private:

1) Name of the buyer
2) Date of purchase by the buyer
3) Amount paid by the buyer
4) Car registration number allotted by the RTO.

My purpose of information is to find out how many frauds have been done by a Car dealer by giving misinformation to the car buyers, the dealer used to issue fake sale certificate by mentioning wrong manufacturing date in the sale certificate.


Recently i went to SDM office to ask for Sales Certificates of Cars registered, the RTI personal informed me that we won't be able to provide you with Sale Certificate as it has Address and contact details of the buyer thus we won't be able to provide you with the Sales Certificate.

I am thinking to apply RTI, asking the name of the buyer, the amount paid by the buyer and the Number allotted by the RTO office.

What should I do.

Your query to RTO should be specofic. Ask for trnsactions and copy of document that you suspect not good. You may be asked to pay cost of copies.
If you are third party not connected with transactions proceedur is different.As Expert Mr. Kalaiselven said go through RTI Act TO KNOW what and what you can ask for.

If you are sure that the person is indulging in fraud, and if you are one of the victims, instead of going round and round, straight away lodge a specific complaint with the police.
You will not be able to get any information from the RTI.

Probably the RTI information you want to ask, even if provided, may not prove to be of much use to you.

Agree with the expert Anirudh ji, if fraudulent transaction exist inform police.

I talked to a lawyer, he said the police is not going to lodge an FIR,

further can I demand 2 informations through RTI,

1) VIN numbere / Chassis Number -
2) The Date of Manufacture mentioned on the Sale Certificate.

By decoding the Chassis number I will find out if the dealer has correctly mentioned the manufacturing date.

Yes, I have been a victim and my friend nearly escaped, because I informed him and he has hold his idea of purchase of car.


Can I ask just the two details, and then move to the court or Police to investigagte, will RTI office provide me with these 2 informations OR NOT.
