Sir,
Whether it is prohibited to give a personal REPRESENTATION TO A GOVERNMENT AUTHORITY,say an application to a Tehsildar, in the personal LETTER HEAD? Once i have been asked to present the application in A4 paper instead of in my letter head.
Whether such prohibition is mere out of custom & convention or out of rules framed under any enactment?

Your question is generalised, while all that depends upon the nature of representation, purpose of representation and the status & capacity of authority. If you don't specify the real problem, your generic queries may probably continue to arise more and more but with no solution to your problem.
You may like to know that Tehsildar is a Class-III Magistrate and often works on the norms & procedures of a court, while authorities in Government offices have different work culture and procedures. You can give your personal representations to any Government office, except courts, on your personal letter head.
I submitted an application scripted in my personal letter head paper addressed to Block Development Officer requesting name transfer in the land revenue records. But i had been asked to withdraw the application and resubmit the same in A4 plain paper.
